Thanasis Kefalas, Economist – Graduate in Economics from Gorky University, Kharkiv, Ukraine (1983) is Director of Public Sector Projects and Head of Development Policy Planning and Implementation. Has significant experience (over 25 years in total, and over 9 years in the last decade) in matters of Regional Development, Development Policy Implementation, Management & Evaluation (ex ante and on-going) of Operational Programs co-financed by the ESF, the ERDF , the Cohesion Fund and the EAFRD (of all program periods except the CSF AD), Operational and Organizational Redesign of Businesses and Organizations of the public and private sector, Strategic & Business Planning, Planning and Evaluation of investment programs in various sectors of the economy. He also has significant experience in the operation of Public Administration and state aid policies, health and digital strategy.

In 2002 he joined the staff of OMAS SA participating in the implementation of management projects, evaluation of projects co-financed by the European Union, such as Provision of Consulting service and expertise on the subject of the IG review of DG CSF (2000-2006) of Business Programs and Community Programs. , Ex-ante Evaluation of the Operational Programs co-financed by the Structural Funds and the Cohesion Fund in Cyprus for the period 2007-2013 or as a member of the Management Team or Project Manager in projects such as the preparation of Planning Supplements or interim OP evaluation of INTERREG III (ARCHIMED, Greece – Italy, Greece – Turkey), Guide for planning and implementation and evaluation criteria of Business plans “Integrated urban development interventions in local areas of small scale”, preparation of Business plans, preparation of Strategic and Operational plan. a.

Mr. Kefalas in his 15 years of employment in the Ministry of Development (1987-2002), was among others Head of the Department of Reconstruction of Declining Industrial Areas of the country (Directorate of Industrial Investments), Head of the Independent Office of Community Programs, member of the OP Industry, member of the Monitoring Committees of other Operational Programs of the NW and DG CSF. His main areas of activity were the Management and Evaluation of Community Programs, the Reconstruction of Declining Industrial Areas, the evaluation of private investment and the management of market opening (supply) to competition
